When download a app it say pending

Hi, Been using the developers preview for a few months now. But the last month I noticed my Email was not syncing up, (Have to sync manually) and I cant download any apps. Just says pending. I have a Nokia Lumina 928 . OS Version 8.10.12397.895. From what I have read this is the Data Sence App that is doing this. Good day, as the title states, whenever I download an app from the Play Store, it just says Download Pending. There is no queued apps being downloaded.

When download a app it say pending

Always shows download pending for any app on playstore. On both wifi and mobile data. Battery saver and data saver are turned off. Cleared

Windows 8 apps are pending and never download from Windows Store however when you go to marketplace and download the apps, it shows that they are queued for download but they never download at all, they keep on showing pending as if there is not internet connection. What could be the problem?
